Having lived four years in Amsterdam in the early 2000s, the only problem back then with the Grass and Hash being readily available in the coffee shops was that hoards of Brit and US tourists would flock there, get stoned and stay that way for days at a time. Often the UK thugs would get into fights with locals, other tourists and anyone whose looks they didn't like.

Then the younger African and Muslim immigrants started smoking the grass and hash, and the number of rapes and robberies skyrocketed. Many of the hold-ups were mere "give me your wallet" things on the streets, but later moved up to knife and gun robbers roaming many of the more touristy parts of the city.

The red-light district has always been where the prostitutes ply their trade. They are peaceful, the girls make money (and some guys working in drag make a tidy sum as well) but most of the sex workers simply want to be left to do their business and take care of their clients peacefully. Very few of the 'working girls' have or tolerate pimps and the owners of the brothels (the Madames) often will run them out of town if they cause any trouble for the houses.

If a tourist wants to walk into the district and see the sex workers sitting in windows with their price list beside them, that's fine. But to load up buses and drive them thru narrow 15th-century streets, running others to the curb and making it impossible to walk - those tour operators should be banned and thankfully, they have been.

When we lived there, we had the Residency Permits for our family and found the country to be safe, warm, and welcoming to us. But then we knew how to behave in public, didn't cause scenes or commit violent crimes, etc. For some reason, the younger UK Men have no sense of decent behavior and have been causing problems at soccer matches, and sporting events for many years. Usually when either stoned, drunk, or both.

The influx of Africans and Muslims in the past few years has made the entire city a much more violent place and Amsterdam runs on tourism and they will not allow a bunch of drug users and drunks to run off the tourists who contribute so much to their economy.

There will always be somewhere in the Netherlands where it's for sale, they're good at business both in their nature and their culture. Even today sales are limited to 5 grams per transaction. There are ways of getting around that too.
