It could be people fleeing from cold climates. Since this is PR then it probably is rich Americans fleeing New England.

The curfew rules have been clarified to restrict travel the entire day and not just from 5 am to 9pm.

All travel the entire day is now prohibited unless it is an emergency or to purchase food. 24 hour lockdown is now in place starting today.
