By the end of this it would be easy. They could say, see, look how overwhelmed and under prepared these medical facilities were. If they were government run they would have been stocked up. Insurance companies will be caught doing their usual BS and as a result people will call for them to be abolished. Thus entering into a perfect situation for the government to take over all healthcare services. I'm just thinking out loud here.

The best option would be for the government to start its own non profit insurance company for the uninsured, negotiate its own prices and drug deals. Offer the plan across state lines in pools.
