China’s COVID-19 Propaganda Playbook: Part 1

(International Policy Digest) - “Propaganda is the deliberate, systematic attempt to shape perceptions, manipulate cognitions, and direct behavior to achieve a response that furthers the desired intent of the propagandist,” according to Garth Jowett and Victoria O’Donnell in Propaganda and Persuasion. Propaganda is foundational in the Chinese Communist Party (CCP), and under General Secretary Xi Jinping, the CCP wields a global propaganda machine that includes Party media and official government ministries. In the early weeks of the COVID-19 outbreak, the propaganda playbook of the CCP and the Chinese Ministry of Foreign Affairs (MFA) touted transparency, claimed control, and opposed overseas overreaction.

CCP Propaganda History

Propaganda engenders visions of patriotic posters and jingoistic phrases, but effective propaganda combines government resources (i.e. official ministry statements) and non-government sources (i.e. news articles). Since contemporary China’s 1949 founding, the CCP has exploited propaganda by controlling government, communication mediums (print, radio, television, and the Internet), and corresponding media (newspapers, books, radio stations, TV channels, social media, smartphone apps, etc.). From Mao Zedong’s Little Red Book to smartphone apps featuring Xi’s speeches, propaganda is critical to China and the CCP.

The Pen

As COVID-19 engulfed China from January 2020 through February 2020, the CCP dispelled the Party’s duplicitous pandemic response and touted timely transparency, claimed control, and opposed overseas overreaction. Championing China as a stable, responsible global actor was the chief CCP messaging goal.

Since late February 2020, however, CCP propaganda has glorified its own pandemic response and condemned the U.S. pandemic response and rhetoric. Looking forward, post-pandemic CCP propaganda will maintain its traditional objective: promote and protect the Party—even if it lies, obfuscates, and disappears whistleblowers.

“Mao Zedong said that to have power you need two things: the gun and the pen,” said Guo Liang, member of the Chinese Academy of Social Sciences, in a Committee to Protect Journalists interview. But while Mao wielded the Party pen to rewrite and cross-out history domestically, Xi is wielding the Party and state pen to rewrite and cross-out history internationally.

US owe us an explanation!” Tweeted Zhao Lijian, China’s Ministry of Foreign Affairs (MFA) spokesperson. Amidst increasing international criticism of China’s early response and cover-up, the Chinese Communist Party (CCP) has employed a persistent, aggressive, and unified propaganda campaign.

Current Propaganda: Responsible, Indispensable Global Leader

The CCP’s primary objective is to protect the Party’s power, and internationally, that power derives from China’s economic strength. Nonetheless, growing worldwide condemnation of China’s negligent early response, which has caused an estimated 95% of all COVID-19 cases and the resultant economic disaster, threatens China’s international diplomatic and economic standing. Consequently, CCP propaganda seeks to portray China as a responsible, indispensable global leader.

As COVID-19 enveloped China from late January 2020 through late February 2020, the CCP exploited China’s government institutions, CCP outlets, and social media to tout timely transparency, claim disease control, and oppose overseas overreaction. Since then, the CCP has levied new propaganda messaging: obfuscate outbreak origin, trim the timeline, upbraid U.S. utterances, attack American actions, wield the World Health Organization’s (WHO) worship, advertise assistance aims, and espouse economic eminence.

Persistence

Attempting to characterize China as a responsible, indispensable global leader, CCP propaganda since late February 2020 has obfuscated the outbreak origin, trimmed the timeline, upbraided U.S. utterances, attacked American actions, wielded the WHO’s worship, advertised assistance aims, and espoused economic endurance.

In Mein Kampf, Adolf Hitler wrote, “But the most brilliant propagandist technique will yield no success unless one fundamental principle is borne in mind constantly and with unflagging attention. It must confine itself to a few points and repeat them over and over.”

While CCP propaganda is undoubtedly persistent, aggressive, and unified, will it breed success? For Hitler and Nazi Germany, their propaganda succeeded domestically, but failed internationally when confronted with the truth. For General Secretary Xi Jinping and the Chinese Communist Party, the same fate may be looming.

I've been posting on a sub-re-ddi-t of our country. I made two posts relating to coronavirus. One that questions the official narrative and one that is funny. Both have been removed without explanation. May sub-re-ddits are actually compromised. The /r/conspiracy still seems okay but I dunno for how long.

As the COVID-19 took the world by storm, medical resources were in short supply around the world.

China rendered timely assistance to many countries including a large sum of medical and protective gears.

However, China’s kindness was smeared by some media reports.
They turned a blind eye to China’s aid, took a magnifying glass to the tiniest misgivings,
and heard none of China’s clarifications.

Why?

China rendered aid and help to the international community to help them better combat COVID-19 pandemic.

However, a few foreign media reports recently were nitpicking about China’s medical supplies.

On March 26, a report from the Guardian stated that some test kits from a Chinese supplier sent to Spain had an efficiency accuracy of 30% and were returned to sender.

On the same day, another report from The Prague Post pointed out that results from Chinese test kits in Czech Republic were 80% ineffective.

On March 27, Middle East Eye reported that Turkey refused to use any test kit from China, due to its low accuracy of 30% to 35%.

On March 28, an official from Philippine’s Ministry of Health said on a routine press conference that the first batch of China’s COVID-19 test kits had an accuracy of 40% and therefore were discarded.

On March 29, both Euronews and Business Insider reported that Netherland rejected 600,000 substandard masks procured from China.

But what was the truth?

In regard to the reported 30% accuracy of test kits provided from a Chinese supplier to Spain,

on March 27, Yao Fei, Charge d'Affaires of Chinese Embassy in Spain made an official response.

That same day, the Spanish Health Ministry tweeted that the flawed test kits were not purchased directly from China, but through a national supplier.

As for Czech Republic’s claim that China’s test kits were 80% ineffective, the Chinese Embassy in the Czech Republic made a response on March 28.

Czech Republic officials also made clarifications, saying that it was a wrong claim about results being 80% ineffective.

Said event was entirely due to mishandling by Czech’s medical personnel.

The Philippines also claimed that test kits purchased from China had a poor accuracy of 40%.

On March 29, Chinese Embassy in Philippine stated that upon confirmation by Philippines Department of Health, the 2,000 BGI test kits and 100,000 Sansure NAT test kits were of high quality and had no accuracy issues.

That same day, the department made their clarification that the test kits in question, as per the press conference on March 28, that had an accuracy of 40%, referred to another brand, that was donated by a private foundation.

They apologized for any confusion that previously issued statement has caused. Xu Hong, Chinese Ambassador to the Netherlands also responded promptly to the allegedly substandard masks from China.

Despite China’s timely clarification, the western media hardly paid any heed.

If you search for “Chinese testing kit”, the results are still mostly negative.

Those who intentionally throw shade, please open your eyes to the assistance China has rendered to other countries.

While combating domestic outbreak of COVID-19, China had also made a donation of 50 million dollars to WHO by April 23 sent 19 groups of medical professionals to 17 countries, held over 70 video conferences with over 150 countries and international organizations.

Upon signs of alleviation of COVID-19 pandemic, China immediately reached out globally.

But did you realize the effort and the sacrifice that Chinese people had made?

Wuhan, with a population of over 10 million, went into lock down for 76 days.
42,000 medical personnel went in to assist Hubei in this battle.


14 mobile cabin hospitals went into operation.

Huoshenshan Hospital was built in only 10 days.
