What people need is the full array of equipment for perfoming chemical assay as well as the electron microscopes and various other equipment for detecting compounds and microscopic structures.
The problem is that usually just one, for example a good seimens or fujitsu hplc is gonna cost you 100 grand easy. Not to mention a building to put the equipment in. And people to run it. And stuff.

It isn't high on most community budget agenda but for example, what about testing water. Lots of places rely on university which may be distant.

I think there needs to be a bookmobile for that type of equipment. Like a traveling caravan of science people plus all the equipment, that stations in one county at a time for a week or two, randomly choosing another county, maybe another state from time to time.

Test all the wells. Let people bring their tapwater in and stand (behind plexi) and literally see the results on screens. Operating those machines is a lot of work though and the wear might (not might, definitely would) destroy the equipment. But not all the stuff and there are certainly portable devices.

The nano chips will only be a problem when hackers use wifi to reprogram them to destroy their human host, cell by cell. It will be worse than any cancer.
