That being the case, the States should not be permitted to lobby the Fed for mo' money when they've squandered and burnt through their own. What they do with schools, police,etc. should be paid for (or NOT paid for) with State money. Leave the Fed (and the rest of us taxpayers ) out of the equation.

Trump can himself only declare martial law in the District of Columbia. He has no such constitutional authority to send in troops to states which do not want them. He has to have the governors approval. He can declare a nation emergency (he has already with covid 19, whats he going to do declare a double down national emergency?) but his powers with executive orders are binding only upon others in the executive branch of the FEDERAL government, it's not a law

The police are overfunded and they need to justify their existence even if that means picking an innocent target. I was that targeted and labeled a drug dealer since there were none available in my area.
