If Arizona had the Colorado River all the way to it's mouth on the Gulf of California there would be a HUGE major seaport there serving the Southwest of the US that is East of California.

Alas there is NO major seaport at the mouth of the Colorado River, and no major city there either. Such are the quirks of development when it comes to why certain areas develop and others do not based upon where national borders are.
