FEMA operating under the disguise of staffing agencies

So I live in Texas. I spend about half of my time in a 21 story high rise hotel downtown for work purposes. Until about two weeks ago when it was announced that the government was sending help because our hospitals are so short staffed, the hotel was totally empty. I was on the top floor almost every single night. Now, the hotel is almost at maximum capacity, however it’s a giant staffing agency of medical personnel. The front desk night audit woman. I’m very close with all of the staff since I’m there 1/2 the time, told me to keep this quiet, but FEMA is operating the disguise of a staffing agency.

I saw some governmental crests on their shirts but wasn’t able to get close enough to take a photo. They also have black polos and black jackets with EMERGENCY in bold white text on the back of their shirts and jackets.
