Thick safe not needed - especially if it does not seal completely as EMF can get through the tiniest open area.

What would work better is a faraday bag in a faraday bag, like those made by Mission Darkness faraday bags (which are also made to be waterproof). In fact, a single bag, with the end rolled as suggested is able to block cell signal to a device that is ON inside of it (if one is too lazy to turn off the device).

Double-bagged will offer EXCELLENT EMP protection as well. Wouldn't hurt to have the device off in such a scenario as well.

Sadly FCC is the only one we can trust.
