The first 3 1/2 years happens before the second 3 1/2 years which makes up the seven years of the Daniel's 70th Week, it seems plain to me in my opinion.

Are the two witnesses Enoch and Elijah that were raptured and kept alive in heaven til the time of the tribulation or are they Elijah and Moses?
And how was Moses present at the transfiguration of Christ if the resurrection had to take place first and Moses was dead?

Nobody (save God) knows who the two witnesses are, but we will all know soon enough. They will minister the next three and half years and then be killed by the beast.
