This seemingly non-moving rotor blades can be easily explained, though.

They can produce as many later versions as they like, these were from early on and show it incredibly clearly, it's more like the entire thing was 360-degree CGI and one or two of the angles glitched:

MPG compression doesn't do this - it's too large an area. The presidents hands overlap the mic's in the first few seconds of the video. People shouted "Green screen" - but that seems odd. The President and the background look one layer - and the mic's appear to be a separate layer (help "place" the reporters he's talking to perhaps). But then he wouldn't have gone "behind them" with overlapping in that setup - the added mic's would stay on top. The mic's correctly overlap his left hand and trousers too! It's just his right hand with odd layering...... weeeeird
It's a puzzling glitch - and I'm at a loss to explain the effect. (again, it's not "green screen", and really unlikely to be mpeg artefacts.) If I had to give a crazy answer I'd say "His right hand was replaced for some reason, but no one thought to crop it correctly!"

Yeah. All you need is to adjust the refresh rate for the camera to match the rotor speed. The helicopter will look as though it is literally floating in the air. This makes for one heck of an awesome optical illusion.
