Basically Progressives in the early part of the last century used stack courts to set precedents that completely changed the meaning of 'General Welfare' and of 'Commerce' to allow the Federal Government to Federalize whatever it wanted to.

Particularly 'The Commerce Clause' has been vastly twisted from the way it was seen before the 1920's.

This is why Abbott will not be able to change anything. There will be precedents saying the Feds can control what they want.

Obviously, with HR1 and Garland threatening Arizona, their next move will be to try to change the constitutional protection of State's to control the voting.
