Are European Governments getting ready for nuclear war?

I live in a small town or large village depending upon how you look at it in South West County Durham at the edge of the Pennines for anyone not from the UK that is in the North East of England as the Crow flies to the East 50 miles Teesside...... the North East 40 miles Newcastle Upon Tyne.... to the South 25 miles Catterrick Garrison..... to the West South West 65 miles away Barrow in Furnace nuclear weapons and Submarine builders..... to the North West 175 miles as the crow flies Faslane Nuclear weapons storage and Nuclear Submarine pens for The Royal Navy and the US Navy.

Just to paint a picture ok of where we are all those locations are strategic nuclear targets so the likelihood of survivors from these locations are slim and those that do escape are going to head inland to towns and villages like this one.

On Monday we got a leaflet posted the through the door.
Never in all my years seen anything like this.
The leaflet has asked people to meet up in the village church Thursday 29 September to discuss planning for an emergency "a national emergency" and needs to take names of doctors, nurses, builders, electricians, mechanical engineers, plumbers, and so on (trades people....people with skills) who would step up to the plate when required !!!! ( for what???) to also discuss with local farmers the best safeguarding of livestock...... to also plan strategies for the safeguarding of the village and it's inhabitants. This is organised by Durham County Council the police will be attending, they also want to know who has weapons and how many we have in the community.

All the surrounding villages have had similar leaflet fliers posted
