No, it's merely a protocol. A blockchain driven protocol that will allow for communication between msging networks. Being decentralized and open source make it transparent. It may or may not be adopted my social media platforms, to which they can manipulate/regulate etc as each see fit. However the individual protocol is not regulated/manipulated.

I'd imagine a difficult time for the likes of established platforms to make use of the protocol. Hard sell. Given that all social media information would be visible to anyone who wanted to sift beyond their given platform.
