Frankly even Saddam Hussein’s ancient SCUD missiles ( still located in many countries) are “ nuclear capable” but not nuc armed

MiG29’s can be “ nuc capable”

Ask yourself why US has nucs in Europe but Russia is a threat if it has warheads on its own or an allied territory?
