What happened was back in the 90's the former soviet union was breaking up , the countries that once belonged in the Soviet federation began to separate and gained independence . In the 1990s' Ukraine was Allowed to separate from the Russian federation and became independent.The Conditions laid out in the Minsk accords stated that the Ukraine must remain neutral and not join NATO. A violation of that nullified and voided the treaty.
