Actually, I think every PD in the country issues hollow points these days. It is safer because it is less likely to overpenetrate and hit an innocent behind the target. Yes they can and do use hollow points. HP rounds stop inside the perpetrator and do not go through them or through walls striking civilians and or neighbors.
