Why would the west coast USA be in danger?
The prevailing jet stream winds are blowing from Japan directly across the Pacific ocean to the west coast of the United States. Any airborne radiation would make its way across with the jet stream, reaching the U.S. in approximately 36 hours, depending on the actual speed of the jet.

Those rad stats are for Whole body radiation doses, the kind you get for Cancer in extremely small amounts, or in very large amounts like when you are near a nuclear bomb.
Fallout would not give you whole body coverage, it will still make you sick though if you are exposed to it or ingest it(as more than half of europe who lived during chernobyl who really did have large doses of fallout). If we are expected to get 750 rads off the jet stream the plant would have to be in Coronado not Japan. It's to far away to travel it would dissapate.

Besides all of that the reported numbers on the news stated 75 rems not 750 you got some bad info.
