To me, a 'partial meltdown' would mean that the rods that are without water, exposed, have begun to fuse together...it hasn't completly turned into a giant mass of chain reaction...but it has started heading that way. |

In a sign of how volatile the situation is, the Union of Concerned Scientists said in a statement on Sunday in Washington that it fears the situation "took a turn for the worse as serious problems developed" at the Unit 3 reactor at Daiichi. It said that statements from Tokyo Electric officials indicate that water levels have dropped so far that approximately 90 percent of the fuel rods in the core of the reactor were uncovered and that despite pumping in seawater the water level is still well below where it should be. It's 2 MILLION TIMES more toxic than uranium!! Plutonium is only an alpha particle source. Cesium and Iodine radioisotopes are beta and gamma emitters and worse. Plutonium that gets loose is also likely to be in solid form and is very heavy (sinks to the bottom of anything). There were tests in australia where they took four kilograms of powdered plutonium and blew it into the sky with conventional explosives to see what would happen. Some ground got contaminated.
