GM's Saturn plant had no garrison around it. Nor does the Smyrna Nissan Plant...guess because TN citizens are soooo heavily armed no one plans on attacing Saturn or Nissan... If anyone has ever been to Dayton u know 80% of houses are boarded up and taken over by city/county due to high drug/gang foreclosures and seizures since the 80s and 90s...trust me plenty of housing for Japanese people to move in future if not happening already. In exchange, the base itself can function like a military garrison to protect the Honda plant. It sounds like a plausible win-win proposition to me.
