actually Israel doesn't have a mandate from the UNSC to do any unilateral preemptive attack on anyone, incl on Iran. Israel is not attacked by Iran. Verbal attacks don't know the international law if they amount to be responded by bombs as self defense. it is not proven Iran has the atomic bomb. It is proven Pakistan has it instead, as well as Israel itself. Here I do not defend Iranian suspicious position and what it possibly does underground. But there is no sanctioned action by UNSC so far, and UNSC is the only legitimate institution today that could possible authorize any use of force to be legal. As it was the case with Lybia for example. I bet Russia will make a big issue out of attack on Iran without UNSC, up to the relevance of UNSC itself. If UNSC is no more relevant, then other norms are no more relevant either, and other countries could strike preemptively if they have doubts they are endangered.

As of China, it needs only to send some troops to Pakistan and it is already on the Iranian border - if Iran is to be divided, China-Pak will want a share of the oil pie. So one morning we may hear the news a hundred thousand Chinese unit has just crossed the highest road in the world. But a more dangerous news would be that Russia installed space based weapons. I guess this will be the next strategic move, after the moves of Venezuela-ships-planes have been played in 2008 without much result. In one word, we are going quickly to WW3.
