Because that is what happens to used fuel its put in a pool and left for 12 months or more to properly cool and stop reacting. Its probably due to the radiation hazards from the hydrogen gas release in the plants that make this difficult for them at this stage. |

Fuel rods are pulled from the water and sent for reprocessing after such a time period. Let us let them research it. All the fear mongers should take note. |
