Homeless utilize the Salvation Army, Red Cross, VA hospital, City and church shelters, the YMCA, blood donation clinics etc...It's not all cans and trash picking, they do need to get out of the cold weather when it's bad...All these services come with an Identification process. Even homeless people have ID's...They go to hospitals, they go to court, they get jailed..THEY have your finger prints and face scan already in the system. Homeless can be tracked...It's easier to just starve them, rather than get them hooked up with healthcare...Like they do with the new NO FEEDING the homeless laws popping up in every state...i.e. Florida...so sad...

I am going to attempt to answer this seriously

I am not a tax expert nor an ACA expert but I will base my answers on things I have read.

You only must be covered for 3/4's of the year so you wouldn't be fined if you have coverage for 9 / 12 months.

The ACA fines are assessed via your income tax return if you are homeless and jobless I am going to guess that you don't file income tax returns so no you won't be fined.

According to the Kaiser Foundation if you make less money than the federal minimum for filing taxes you do not need to file your taxes and cannot be assessed penalty for not being covered. I have been told by someone that this is not true but I was unable to confirm that.

Obviously you should qualify for medicaid coverage in the state where you reside, but without a permanent address may be unable to apply. If you look into your county benefits office you may be able to apply there.

Currently there are not jail sentences associated with being uninsured however since the law is changed daily by policy that may change.
