A budget is a plan for the next fiscal year. It is up to the President and Congress on how much of this budget is actually spent.

When Obama took Office on 1/20/09 he accepted authority, responsibility and accountability but for some reason all he has done is blame bush and eveything. The congress that passed the budget was a Democratically controlled Congress.

(for you libtards, I will explain it in simple terms, You set a budget for your wife before she goes shopping, You tell here that she can only spend 1000 bucks(budget). She goes and spends 1500 bucks (1000 of the original budget and and extra 500 bucks(deficit)) Then she blames you for letting her have money. The simple fact is she could have spent only 300 bucks and saved 700 but she was irresponsible and is blaming you for letting her be stupid.)

So in reality, the Democrats passed and enormous budget, then Obama (who could have reduced the spending to be well below the budget - ie have a surplus) just decided to blow all that money plus extra.

Now his cult members (who act like him by creating distorted truth by excluding his spending) are out there to selectively publish BULLSHIT.

Here is a simple fact, OBAMA spent all the money plus extra (Deficit) and is blaming it on Bush.
