I would think that a foreshock would have to be a little bigger than 4.5... Definitely above mag 5 inside Tokyo Bay could be a foreshock but a 4.5 wouldn't really do much or get me off the couch haha. |

Not out of the realm of possibilities for there to be an accident during a minor quake. Whether that meant Tokyo or Japan I'm not 100% sure. But he said a 4.5 would occur and he said the following day when the quake hits it will be in the afternoon.
