Something like that... Though containing a population to prevent the spread of a biological threat could be more likely.

How can they justify the TSA buying explosives? I can't think of anything, except maybe training. A pound would be plenty for training. This smells fishy to me.

Another thing... Who do you think would be in charge of controlling a civil disturbance? Of course DHS, law enforcement and the military. Let me ask you a question.
