Where I come from, it's common courtesy to pick up dog shit whether it's your yard, your neighbor's yard, or even the yard of someone you don't like or don't know. This is without the threat of fines and all that.

Also, if you really don't like this policy, just follow every person who works for the county and record them watering their lawn or washing their car and report them.
