A popular notion prevails that the position of the lunar crescent is purely an accidental circumstance and that upon its appearance depend changes in the weather which may be foretold with accuracy but no belief is more absurd on unfounded, ...
At the time of new Moon the cusps or horns of the crescent sometimes lie in a line which is nearly perpendicular with the horizon, and at other times in a line nearly parallel with the horizon. It goes on to explain why you see the moon with the horns pointing up (the bottom of the moon illuminated).
Explained in 1909 since it's been happening ever since the moon formed ~ 4 billion years ago.

That phenomenon has started just in late 2007 with minor frequency also about out of rotation, in fact at that time the shills told the sheep that it was because the moon libration. But in these days just because it happens with very more frequency (they will not write anything how many at all), it became field rotaion BS.

Does that information mean that Fukushima has speeded it up? I don't know, but I'm guessing that natural disasters would be on the increase if it were true.

In your latidude for example near the equator line where the radius of circumference of the earth is wide, its normal to see the moon a bit (however not sideway at all) tilted every day because field rotation, but this it another story.
