It is clearly shows them (detectives/investigators/officials) placing a gun and framing a white man. One of the hands is touching the trigger finger while the hand of the other man is placing the gun.

Yes. The top half of that blood splat does look like the batman logo and the bottom of it looks like a puzzle piece.

Look under the white finger one can see the thumb. He is placing the trigger finger, not pointing to it.

i wonder if the gunman is meant to be a programmed cyber soldier with gentic blood

In all fairness trying to find meaning in blood splatters might be like that psychological ink blotch test...each seeing what their minds interpret. But it is relevant because the card can also refer to the batman murders, where a while guy was framed.
