Once all of that is submitted for the background check they have everything they need for a registry sans confirmation that your credit card didn't fail or something like that. A new regulation could also include a submission by the FFL or seller of what guns were sold to be matched with the background check submitted. Without universal federal registration, I can sell a firearm to anyone I want, and there is no way to prove when and where that transaction took place, who owned the firearm and when, so there is no way to enforce whether a background check took place or not. Without universal federal registartion, I can buy any firearm from anyone I want, and there is no way to know when and where that transaction took place, who owned the firearm and when, so there is no way to enforce whether a background check took place.
