It's not that easy.

When a nuke is detonated it will point to the place it came from. It has a signature that any government can easily pick up on.

If a nuke goes off, it doesn't matter who the trigger man is, what matters is where it came from.

So if Iran nuked Israel, the tests will show the nuke came from NK.

Selling a nuke just puts the nation at risk of nuclear retaliation even if they did nothing to deserve it.


Now, NK CAN sell technology.
