SEC. 108. INDUCTION EXEMPTIONS
No person may be inducted for military service
under this title unless the person is acceptable to the Secretary
concerned for training and meets the same health and physical
qualifications applicable under section 505 of title 10, United States
Code, to persons seeking original enlistment in a regular component of
the Armed Forces

SEC. 109. CONSCIENTIOUS OBJECTION.
(a) Claims as Conscientious Objector.--Nothing in this title shall
be construed to require a person to be subject to combatant training
and service in the uniformed services, if that person, by reason of
sincerely held moral, ethical, or religious beliefs, is conscientiously
opposed to participation in war in any form.
(b) Alternative Noncombatant or Civilian Service.--A person who
claims exemption from combatant training and service under subsection
(a) and whose claim is sustained by the local board shall--
(1) be assigned to noncombatant service (as defined by the
President), if the person is inducted into the uniformed
services; or(2) be ordered by the local board, if found to be conscientiously opposed to participation in such noncombatant service, to perform civilian service for the period specified in section 104(a) and subject to such regulations as the President may prescribe.

every citizen can serve 2 years for the state. Military or civillian services like work in retirement homes, delivery of food to the unabled or work at a youth club ect. i cant find anything wrong with that.

In preparation for Planet X, they need everyone disarmed, and a fascist machine police state to carry out orders without question (aka the young) so they can remain in control as society falls apart. They need someone to shoot all of those hollow point bullets (aka the fittest) at those who are weak and protesting the lost of their freedoms, the old who know better.

Not a bad thing. I think many of you forget the famous words of John F Kennedy:

"And so, my fellow Americans: ask not what your country can do for you — ask what you can do for your country. My fellow citizens of the world: ask not what America will do for you, but what together we can do for the freedom of man."

The loss of fostering and producing patriotism in our schools and homes is sad, maybe this will help restore some of it.

I cant stand kids and adults with the self entitlement attitude!

Well, you are probably too young to remember (ahem!) but there DID used to be a Draft! It ended sometime following the Viet Nam War. Although, don't young men still need to register at 18? And since the Women's Libbers have been so successful in getting women into the Service, I'm thinking that now WOMEN will need to register at age 18 also?

Actually, the concept ITSELF is a good one - that is the age where one is physically at the peak of performance. If it were run like a CCC, they could build projects, renovate inner-city areas, staff our National and State parks, clean up and re-plant public and roadside areas, etc. By the time they got out in 2 years, they'd develop a sense of responsibility and working together to accomplish things. Of course, this plan will no doubt be protested by the unions, but Obama seems to have the unions in his pocket too. Maybe he will promise them something.....

What worries me though is that Obama will be "in charge" from the Program's very inception. He will manipulate and steer in in the direction which HE wants it to go.

And that does not bode well for anyone.

What a shitty idea. I'm sure this is all about Obama's FDR like program that he wants so bad that he touted would save the economy. Send the millions of people my age to fight overseas as some "freedom fighter" and all of the sudden the economy would again be booming as jobs opened up everywhere.

Some of the youth may need it as some of you say, but don't lump us all into that category. I happen to have went to work right out of high school and worked my ass off. It wasn't long until I found I was no longer at a job and had career with all the skills I picked up along the way. At 23, I hope to start my own business this year and start employing people. Am I unpatriotic because I didn't serve in the military? Guess you all must of drank the Obama kool aid and believe that hard work doesn't build businesses, only government hand outs does. In my opinion, unpatriotic is those who sit on their ass and say where's my check? Where's my Obama phone, Where's my food stamps? The government has made plenty of money off of me through taxes, which actually is a bit excessive, but I don't mind paying because that's my patriotic duty versus serving the military.

As for those people who served, I'll forever salute you for what you've given up for your country. For myself, the government ruined it with endless, perpetual war. Iraq, Libya, as well as all the places we bomb with drones in the middle east. If war was only about our defense and that only, I probably would of served. Instead, elites profiteer from it and it serves special interests. Then, we have elites who call soldiers dumb animals and worthless human beings and view war as a form of population control. That's unpatriotic.

No worries though, if it even were to pass, there would be so many exceptions written in, everybody wouldnt be doing it. Plus, did you know not even a quarter of people that age group qualify to even serve in the military as it is, and less than that even pass basic.

H.R. 748 would require all persons in the US 18-25 to perform 'national service'

These persons in the United States would either serve the country as a member of uniformed services or as civilian service. The civilian service could be served with a Federal, State, or local government program.



There has been speculation regarding President Obama’s “citizen army”. In 2008, President Obama made statements regarding a “civilian national security force”. Since that day, many have been curious as to what President Obama had in mind when he made that statement. Rep. Charles Rangel (D-NY13) may have just given a bit of insight into what was meant when he introduced H.R. 748 last week.

Personally, I chink it a great idea. We have in this country too many screwed up kids with no real values. Mormons force/brainwash their kids to expect two year "missions" after high school... seems to be ok for them and they would argue most beneficial.

So if they can get rid of the youth before hand (before a gun ban for example) and brainwash them into becoming soldiers, then half of the war is already over if you know what i mean. I bet if passed this law will go right with the gun law hand and hand no doubt.
They also know the youth are the most gullible, so it won't be a big deal convincing the kids to take all your guns, like it would be an adult who actually thinks rationally (which i admit is rare nowadays)

Personally, I am 22 and will not join if this law passes. I don't care what the punishment.
