ALL funding bills MUST ORIGINATE IN THE HOUSE. Senate "deals" foisted on the HOUSE are not constitutional.

Obamacare wouldn't fall under the term, "bill for raising revenue" because it raises funds for the program and not for government generally. The SCOTUS stated this much in a previous case regarding the Origination Clause. I want this law to go away as well, but the Origination Clause isn't going to be the way to accomplish it.

As far as the Senates deal, if they amend the original CR the House passed then it would still be within the guidelines of the Constitution.

What the Senate has done is written a bill with all of the things they want in it(which isn't even a real funding bill to begin with because it is the Senate not the House) and they are using it as political theatre so that if the HOUSE does not write the bill and send it back to them then the DEMS can BLAME the GOP for all the pain that will continue due to the shutdown.
