OOOOOPS! Congress neuters self with debt-raising bill!

Ideally, Congress approves budgets, by law as it is codified in the Constitution/BoR. So supposedly what was passed last night changes this. Now Congress will not vote to “approve” the budget but instead will vote to “disapprove” the budget. I have yet to confirm that this is the new law of the land, as rumors suggest.
