OOOOOPS! Congress neuters self with debt-raising bill!
Ideally, Congress approves budgets, by law as it is codified in the Constitution/BoR. So supposedly what was passed last night changes this. Now Congress will not vote to “approve” the budget but instead will vote to “disapprove” the budget. I have yet to confirm that this is the new law of the land, as rumors suggest. Here’s the quote from:

For those that don't get it, Congress controls the dough. Legislation to, for example, raise the debt limit goes to the floor and gets voted on. If it doesn't pass, then it doesn't pass. Now for the switcheroo. If the rumor is true, now the legislation will be worded so it is anti-ceiling hike, for example. If Congress does not want to raise the ceiling, they vote for the anti-hike legislation. It would pass. Then it would go to the Pres, who would veto. It would then come back to the house and can only be over-ridden with a 2/3 vote.

So it further empowers the POTUS. It further disempowers Congress.

SOoooo the whole show, the shutdown and everything ended in a power grab.
