What does it mean when a police officer... (from USA)
pulls a motor vehicle driver over and cites the driver for not wearing a seatbelt? The officer states he has to give a ticket and cannot issue a warning ticket, stating that it's part of a combative 'blitzkrieg' operation on seat belts.

Repeating the term blitzkrieg a couple times. (the officer not stating what options occur when said 'blitzkrieg' operation is not in full force) Do they issue warnings then... perhaps a warning of the next blitzkrieg?

Dragged out of your car, boot on the neck, bitten by the drug sniffing dog, then summarily shot 11 to 15 times (depending on magazine capacity) for supposedly attempting to grab the gun at your head when told to put your hands behid your head...

Actually the "victim" is the taxpayer, if your in an accident. The government pays for the basic EMT services rendered if you survive the accident, and the costs of the coroner and detectives to investigate it, if you don't.
So they are reducing their costs if you wear a seat belt. You injuries are often lessened so, less EMT services and time to stabilize you,(if needed), before ambulance transport is provided.
Plus the sooner you return top work, the more income tax you pay. So it is in the government's interest to make you safer.
Insurance companies have a stake in this also, as less injuries result in less medical bills, meaning more profit for them.
So It's not about "you", but about them.

Male or female does not matter, if they don't help you will have the satisfaction that all the cellphone cameras will be video taping it and it well be on Youtube. You killer will be brought to justice or get a reduced sentence, time off for good behavior, or time served and with probation doesn't that make you feel all warm and fuzzy.

I was reading some sentencing in some newspapers for police and some crooks getting those type of sentences for killing someone. Sounded like murder but I was not there. Neither was a camera.
