This is a little tiny town of mostly elderly folks..with some bleed over fuckheads from Oakland, but for the most part, not too bad.

I used to live in San Leandro years ago...This shelter in place shit sounds like a bullshit cop story to me...if the problem was really about "a very violent felon running the streets...most of the Bay Area would be shut down. Especially your neighbors to the north...OAKLAND! Talk about some violent m-fers.
