It is referring to the paradox that it only matters if you want it to.

even if it did matter, or in other words materialize into your experience(become matter), you still have the option of either allowing it to influence you or not.

nothing can affect you unless you allow it to by either a conscious or unconscious choice.

I don't like the sounds of it. I spent 22 years in the military - a sentence like that - I've heard it - its not a good thing to hear. It usually means you won't like it. But that doesn't matter. Even if they knew before hand it would not have changed anything. It just doesn't matter.

But when human beings are involved, it does matter.
Bombs on target you know, collateral damage - well it just doesn't matter . . . .

In philosophy there not necessarily right or wrong answers...it's a matter of perspective, values and understanding of the universe overall.

If it doesn't matter, and it makes no difference....then you should have no problem giving an A....because it does matter and makes a difference to me.

If the Philosophy professor isn't cool....then be prepared for the fat ZERO. lol

It is personal and for some it is a moot point. I not smart but it makes not difference to me, and if it did, it would not matter.

It means whoever said that is in a position where they feel only one course of action is going to happen and they are not going to change their mind about it no matter what anyone says or does.

How that applies to the context it was used in I don't know. It's usually not a good thing when someone says it though.

State "keep right" laws

You may use the left lane (when there is more than one lane in your direction) to pass. You may or may not be able to use the left lane when not passing. The table below describes the law in effect in each state.
A few states permit use of the left lane only for passing or turning left. These have "yes" in the "keep right" column. Six states require drivers to move right if they are blocking traffic in the left lane. Most states follow the Uniform Vehicle Code and require drivers to keep right if they are going slower than the normal speed of traffic (regardless of the speed limit; see below).
