well... men don't know if we are attractive to your or not. so we say 'hi' or compliment you or something. if you ignore us or responded negatively, we know you are not interested. that simple. but its not harassment, unless we continue on after that point.

all women have to do to not draw unwanted attention is to be unattractive. Don't wear makeup. dont do your hair. dont wear skin tight clothing. etc.
