No, it would be something I've witnessed since childhood, people standing around, with their massive power as majority, allowing all the evil shit that their "elected employee leaders do" and the corporate/bankers/royals they serve, instead of us. Doing nothing. Never once forming counsels of citizens in every region and solving problems themselves and insisting on meaningful changes, such as the ability for well organized and connected citizen groups endorsed by their communities nation wide to FIRE any elected minion on a dime, with a weeks notice to change or leave. And police go in, swat teams, even military if the fuckers hole up.

THAT is what it takes.
