Jesus says none are good but God (the Holy Spirit), we need to ask him for his Holy Spirit in order to receive it in order to get into heaven.

Part 1 of the prayer acknowledges faith in God.

Part 2 asks a cleansing from the sins (crimes) God is holding against us if there be any. The Bible says God is love and love holds no record of wrongs and God is quick and just to forgive us for all unrighteousness and that he remembers not the former things but throws our sinful past into the sea of forgetfulness.

Part 3 is the only time in which anyone can receive the Holy Spirit. The Bible says God does not listen (obey) the prayers of sinners. A sinner becomes sinless when God forgives them for all the times they broke his laws. Because part 2 cleansed the sinner of sin God, in Jesus and who IS Jesus, will then listen to your prayers. Jesus says seek first the Kingdom of God and that the Kingdom of God is within you which is referring to the Holy Spirit. So part 3 is seeking first the Holy Spirit which you asked for and so he gave it to you.

Reminder: Because Jesus IS God, or if you do not fully accept that because you don't understand it then he is also truly the Son of God, certainly a mystery, but he said that whatever you ask for in HIS name, not his Father's, it will be granted to you. So whether you speak to God or Jesus you must ask Jesus for forgiveness who died for you to be forgiven and for you to receive the Holy Spirit.

How to KEEP the Holy Spirit:
OBEY: Read the New Testament and know what the Lord God Jesus wants of you. None of us are worthy to receive the Holy Spirit but God loves us more than we can comprehend and he gives it to us while we are yet sinners. We cannot get ourselves cleaned up and then receive the Spirit, or enter into heaven, but God grants you his Spirit as you are NOW and then HE cleans you up. He tells you don't do the bad thing, he encourages you to do the good thing, he shows you the way, his favor will be upon you, he makes you wise, he makes you strong, he blesses you with knowledge and insight and understanding into knowing him and spiritual things.

If you sin willfully or unknowingly thinking it is not a sin or nothing of sin he will leave you and you won't know it. The Bible says the Lord God gives and the Lord takes away. Jesus himself said I give you not like the world gives. When we give something the recipient has the police and courts to back up their claim to the object in question, but because God is the Sovereign Lord no one can enforce anything against him; you cannot rob a bank with Jesus.

If you are tired of asking for forgiveness for your sins then pay attention to what you do and if it aligns to scripture and if you recognize that the Spirit left you. Then ask Jesus to help you figure out when you sinned so you can overcome THAT sin. Work it out and overcome it with your talking with the Lord Jesus. Jesus said greater is he who is in you (the Holy Spirit) than he who is in the world. Jesus said he has overcome the world (because the Spirit was in him) therefore if you have the Holy Spirit YOU TOO can overcome the world with his help and BE PERFECT just as he commanded us.

OP here. I have since realized that I didn't need to "seal" this prayer with my own request to the Lord God of heaven and earth Jesus Christ for it to be of affect to anyone who is willing to speak it in faith because of it's personal nature anyway.

I do not dispense the Holy Spirit of Jesus Christ, but he has lead me to find people worthy to receive it, those who will hold onto it and submit their own will to his will for us and make it to eternal life.

Anyone can receive the Holy Spirit, I even lead an atheist to receive it not knowing he was an atheist until much later. He told me much later that he just wanted to see what would happen.
