Hm...constitutional law, stick that in your bag. Hm.... advanced forensic procedures, stick that in your bag. Fingerprinting for dummies? Okay stick that in your bag. How to get laid in 3 days or less? What the hell? Okay stick that in your bag.

These are typically satanic rituals so something on that.

Nothing works in reality like people think it does. Your choices are the person is "programmed" to do it and/or it has an entity inside it doing it.

No, I'm not absolving responsibility I'm saying they (someone inside the agencies) know exactly who's doing it and before they do it.

Try watching a few seasons of "Dexter".. you'll know everything you need to know about serial killers and how to track them down

Read the book called The Tree Fiddy. It's about a guy who would kill anybody for Tree Fiddy.

Read their webpage. They don't care about catching serial killers. Probably because most of them are in law enforcement like arsonists who join the fire department.

Have you decided on the time period you wish to set it in? I can tell you there were some crazy things going on in n.y.c during the 70s and 80s and obviously LA\California as well.

it is time period specific since the character will be very much effected by the decade\decades he\she was active.
