It's one thing to say 'he was within his rights' and 'within the law', but they then find quite a few ways to say that basically he IS the law. That he ultimately decides what's classified or not.

I guess it's a reversal from outright making things up, but in no way does it make him look blameless.

BTW...has it been actually been established that he gave 'highly classified information' to the Russians?

Because the article makes it sound as if he's traded state secrets, and can continue to do so at will.
