A very good friend of mine is a UK firefighter. 30 years of service, he commands three stations, is station officer and watch commander.

According to him, this is standard procedure, because if the fire-service are lost attending an event, what are you going to do then?

You would be amazed at the contingencies that are in place now for these sorts or emergencies.

I'm shocked at this. Why would senior management hold back a vital service like the fire fighters , and not deploy them for 90 minutes , when a terrorist attack has occurred, and , the fire fighters are based less than a mile away from the carnage?

Apparently it's ok to send them out to rescue cats stuck up trees , break down doors of vacant properties which are leaking water into properties below them , and road traffic incidents , but not to the scene of one of the biggest terrorists attacks on U.K. Soil.........................

the paramedics and police were on the scene within minutes at great risk to their own live and contained the situation

Being a firefighter, I assume they did not want to put the lifes at risk. Self protection comes first.

Kill the rescue personnel.

First bomb kills innocents and then the second bomb takes out the medics/police/fire.

As to why the hold-back was for so long, after it was obvious that police and ambulance personnel had not been targeted, is beyond me.

You have to clear the crime scene of suspects and suspicious devices before you send in emergency services. If the firefighters or medical response teams of Manchester and its surroundings get kebab'd then it could be much longer than 90 minutes before any sort of effective response can be put into place.

It was also a nazi tactic. They executed the resistance, then leave and after relatives were on scene to pick the dead nazis were loitering around hidden and attacked the women and children of the dead.
