I have finally realized that the main target of much of the anti-health action being taken today (over the past few years) is in fact directed against caucasian ethnic groups. Keep an very close eye on the Ukraine and the easter part of the EU, it has already started there, and if it escalates to thousand of deaths a day, then the writing is clearly on the face of the sky for all to see.

But I have also seen a section of this is a direct frontal assualt on "native" populations that already are a true minority. Sec 112 on starting on page 62 of H.R. 3962 allows for Wellness Program Grants. These grants will not exceed $50,000. Follow that down to page 67 and find the Behavioral Change Component section. It says:
" ... Such component MAY include programs ..." (emphasis mine).

The word "may" is key there.

Employers will be interested in receiving grant money to help defer their costs.

Behavioral modification is an attempt to get a person to comply and avoid doing something that is considered a risk to the "group". Thus, not having a vaccine is a risk to the group. The word "may" allows that Behavioral list to grow as needed. Thus, it can include forced vaccinations./color]

I am following the 615 and I think it is the most sanest way to insure that any bill they pass AND ESPECIALLY ONE SO VOLUMINOUS COMPARED TO THE CONSTITUTION will be tended to appropriately-as their healthcare will be the same...outside of the masses not being millionaires and being able to afford the extra costs the medical devices and industry(Big Pharma and insurance industries,etc.,...)that are built in for cWHOREporate pork...porking the public...


It is egregious to me that they try and hold themselves out as royalty-and if in fact they are they need to immediately remove themselves from office

Could you start "sic"ing the 10th Amendment movement? What I mean is your thread "I do not consent" is good for everything that was done but would you be able to look into if the 10th Amendment movement is actually helpful or hurtful, pros and cons?

I don't know how you find all the information you do, which rabbit holes you delve into or even how you find the time to compile everything BUT you do a fantastic job hence my request. Your research abilities and comprehension skills are a great asset to this forum.

From my reading on the behemoth billS...I will state yes/no or ? from my reading so far...and having worked extensively in medical in a professional capacity-my sister in law is a doc as well...I have insight in working prn at a Govt run facility-VA....and I have also visited Native American facilities and heard all about shortages, and restrictions...MASSIVE restrictions and waiting periods for NECESSARY and critical surgeries...How does one get around when waiting for a year or more for replacement on joints like a hip eh???

Or a cardiac problem that is not surgically corrected for 6 months leading to another disease to to lax treatment???

NOT GOOD is what I can tell you from my own experiences through 3 decadees and then some...seeing surgeries missing equipment and patients left open too long causing serious infections-that is what I can tell you-sad but true...and even in private hospitals shortages...literally on pillows and oxygen tanks...so yes, we need to REFORM but this bill and the medicare bill are egregious.

How about this...you give me the 'meat' on the thread...I do not consent...and a few links and off I will go...for a few hours and lay some tarts up on a tray???So the threads I do contribute many hours and compiling cross referencing and trying to weed out as much garbage as I can are not fun feel good threads...so they languish...and I see value in what you are saying...or questioning...so I would also find it worthwhile... Neurosurgeons’ Stand Firm: Protect Patient Access, Limit Government Intrusion
New House Healthcare Reform Bill, H.R. 3962, Missing Key Ingredients for True Reform

(Washington, DC) –The American Association of Neurological Surgeons (AANS) and Congress of
Neurological Surgeons (CNS) announced their opposition to H.R. 3962, the “Affordable Healthcare for
America Act,” currently under consideration by the House of Representatives.

“Sadly, in the ongoing healthcare reform debate, the more things change, the more they stay the same. We
could not support H.R. 3200, the ‘America’s Affordable Health Choices Act of 2009,’ which was introduced
in the House last July and unfortunately, we must now oppose this new House bill too. It contains no
significant changes or improvements when it comes to the issues we believe are vital for true healthcare
reform in this country,” comments Troy M. Tippett, MD, President of the AANS.

Gerald E. Rodts, MD, President of the CNS, further explains, “Once again, we have a bill that goes way
beyond what is necessary to fix what is actually broken with our healthcare system. We cannot stress enough
that instead of a huge ‘adjust everything’ approach, the proper path for lawmakers is to pursue a carefully
targeted set of reforms.”

Specifically, in this legislation, the AANS and CNS are concerned that:


Ultimately, the public health insurance option will lead to a single-payer, government run healthcare system;

Due to its high price-tag, the health system envisioned is unsustainable;


Under the public health insurance option, the government is empowered to implement rules that could restrict patients’ choice of physician and limit timely access to quality specialty care;

The bill fails to recognize the looming workforce shortages in surgery by requiring that all unused medical residency training slots be allocated to primary care and placing the emphasis on national workforce policy on primary care, to the exclusion of surgical and other specialty care

The bill inappropriately expands the government’s involvement in determining the quality of medical care and residency training programs


The bill permits the government to arbitrarily reduce reimbursement for valuable, life-saving specialty
care for elderly patients, threatening treatment options;

Patient-centered healthcare may be threatened by provisions related to comparative effectiveness research, changes to office-based imaging and curtailing the development of physician-owned specialty hospitals and the bill potentially stifles medical innovation and valuable continuing medical education programs.


Furthermore, this House bill fails to include proven medical liability reforms.


Dr. Tippett states, “Last month, the nonpartisan Congressional Budget Office (CBO) released its findings which confirm that medical liability reform does indeed reduce the use of healthcare services and will save the system money, about $54 billion over ten years. Congress needs to take action to end the practice of defensive medicine and eliminate frivolous lawsuits.”

Dr. Rodts adds, “Overall, we believe this legislation will ultimately limit patient choice by putting the government between the doctor and the patient which will interfere with vital patient care decisions. As it stands, this House bill could amount to a complete government takeover of healthcare.”

If we continue to supply quality care, people will simply not be dying fast enough. Doing by-pass surgery on a 70 year old might add another ten years to their life! That's another ten years of collecting social security and they have long ago spent all that.

Not enough new workers feeding into the ponzi scheme even with massive influx of immigrants.

Toning down the level of heath care should greatly alleviate the stress on the over-burdened system.

The great unwashed masses are nothing but low-level entry workers and so of little value. There is no need to keep them around long past their productive years.

A nurse, physician's assistant and GP are all the care required in our ranks. No need for fancy specialty medicine so just eliminate those fields and have everybody treated for all things by those three categories of health care providers. Think of the savings!

Band-aids and aspirin for all and perhaps penicillin if the patient is young enough to warrant it. But with premiums going into the general fund, there will be enough to pay the committed social security providing we can kill off more of these boomers and faster.

Only 5 million needed globally in a world crammed with 6 billion. Just lower standard of care and prob solved.

The following is an AMCP staff summary of some of the key provisions of interest to the Academy.

Medicare Part D - Drug Price Negotiation

The bill repeals current law and directs the Secretary of Health and Human Services (HHS) to negotiate drug prices with drug manufacturers in Medicare's Part D program. The bill retains the current law's prohibition on establishment of a national formulary.

Medicare Part D - Coverage Gap

Beginning with a $500 reduction in 2010, the bill eliminates the "doughnut hole" with a complete phase-out by 2019. The bill pays for the elimination of the gap with funds raised by requiring drug manufacturers to provide Medicaid rebates for drugs used by full dual eligibles. It also incorporates a voluntary agreement with the drug manufacturers to provide discounts of 50% for brand-name drugs used by Part D enrollees in the Part D "doughnut hole," beginning in 2010.

Public Health Insurance Plan

The bill establishes a new government-run health insurance plan within the exchange that would compete with private health plans. Under the government plan, among other requirements, the Secretary would be required to negotiate drug prices and establish a drug formulary. The public plan is provided startup administrative funding, it is required to amortize these costs into future premiums to ensure it operates on a level playing field with private insurers.

Health Insurance Purchasing Pool/Exchange

The bill creates a new marketplace called the national "Health Insurance Exchange," with an option for states that agree to meet federal standards to run their own exchange. People are eligible to enter the Exchange and purchase health insurance as long as they are not enrolled in employer sponsored insurance, Medicare or Medicaid. The Exchange is also open to businesses, starting with small firms (25 or fewer employees).

PBM Disclosure

The bill requires that PBMs that enter into contracts with plans that participate in the health exchange disclose certain financial information, including rebate information.

Repeal of the Antitrust Exemption for Insurers

The bill removes the antitrust exemption for health insurers and medical malpractice insurers with regard to price fixing, monopolization, and dividing territories. It retains the exemption with regard to exchange of certain information.

Follow-on Biologics

The bill authorizes FDA to approve follow-on biologic drugs. It would grant biologics manufacturers 12 years of exclusive use of their data before a follow-on biologic manufacturer could begin developing alternatives. [Note: The amendment is identical to a follow-on biologics amendment adopted by the Senate Health, Education, Labor and Pensions Committee.]

Comparative Effectiveness Research

The bill creates a new Center at the HHS Agency for Healthcare Research and Quality (AHRQ) to conduct, support and synthesize comparative effectiveness research (CER). It prevents the Center from mandating payment, coverage or reimbursement policies. Further, it ensures that research findings are not construed to mandate coverage, reimbursement, or other policies to any public or private payer.

Generic Exclusion Agreements

The bill prohibits brand name drug companies from settling patent litigation with generic competitors by paying them to delay marketing their products.

Medication Therapy Management Grants

The bill provides for two types of federal grants that would promote medication therapy management (MTM) services. The bill provides for: (1) grants to eligible entities to establish community-based, multidisciplinary teams to support primary care practices with the provision of "pharmacist-delivered medication therapy management services (including 'medication reconciliation"), as a component and (2) grants to eligible entities for the specific purpose of implementing pharmacist-delivered MTM services in the treatment of chronic diseases. [The provisions are similar to the provisions included in the Senate HELP Committee's health care reform bill.]

Sunshine Provisions

The bill includes requirements that manufacturers and distributors of covered drugs, devices, biological, or medical supplies under Medicare, Medicaid, or CHIP report to the HHS Inspector General information on their financial relationships with:

- Physicians, physician groups, and other prescribers
- Pharmacies and pharmacists
- Health plans, pharmacy benefit managers, and their employees
- Hospitals and medical schools
- Organizations that sponsor continuing medical education
- Patient organizations
- Professional organizations [The Senate Finance Committee bill only applies to physicians.]

Other Medicare Part D Changes

The bill makes various changes, technical and otherwise, to Medicare Part D, including elimination of vaccine coverage in Part D and provides for vaccine coverage under Part B, effective 2011.

Medicare Advantage Reforms

The bill reduces MA benchmarks to fee-for-service levels over three years, reaching equality of payment rates in 2013.

Center for Medicare and Medicaid Payment Innovation

The bill gives the Department of Health and Human Services broad authority to conduct demonstration projects of new payment models through a newly created Center.

Fraud, Waste and Abuse

The bill makes numerous changes to fraud and abuse laws, as well as enhances the authority of the HHS Inspector General. The bill includes new exclusion authority for obstructing an investigation or audit, new civil monetary penalties and exclusion from Medicaid or CHIP, if an entity owns, controls or manages an entity that is suspended, excluded or terminated from Medicaid or is affiliated with an individual or entity that has been suspended, excluded or terminated from Medicaid.

Conclusion

"Well, first of all, it has more than a robust public option, it's got a totally government-run plan, the costs are extraordinary associated with it, it increases taxes in a way that will not pass in the Senate and I could go on and on and on," Nelson said in an interview that is part of ABC News' Subway Series with Jonathan Karl.

"Faced with a decision about whether or not to move a bill that is bad, I won't vote to move it," he added. "For sure."

The $1.1 trillion price tag on the House bill, Nelson said, is "absolutely" too high.

Nelson's vote is critical to getting a bill passed because Senate Majority Leader Harry Reid needs 60 votes before the Senate can even begin debating the bill. With all 40 Republicans currently opposed to it, Reid needs the votes of all 60 Democrats.

There is one thing about the House bill, however, that Nelson does like: the strict ban on any abortion coverage by insurance plans bought with government subsidies. Unless the Senate bill includes a similar provision, Nelson said, he'll vote against it.

"Federal taxpayer money ought not to be used to fund abortions," Nelson said. "So whether it is subsidies on premiums or whether it is tax credits or whatever it is...it should not be used to fund abortions." Nelson also talked about the message he heard from former President Bill Clinton, who talked to Senate Democrats at their weekly closed-door luncheon.

"What I heard him say is that you don't have to let the desire for perfection get in the way of the good," Nelson said. "And that makes a great deal of sense. But I would add the caveat that we have to be sure it is not a bad bill, that it doesn't add to the deficit, that it doesn't increase taxes, and that does, in fact, control the growth in costs."

It makes no difference what the public thinks about the 'plan' because the 'plan' has already been initiated!
