TEPCO releases final report on Fukushima disaster
The operator of the Fukushima Daiichi nuclear plant has released the final report of its internal investigation into the crisis following the March 11 disaster last year.

The company admits it failed to adequately prepare for the nuclear emergency, but it also criticizes the government for adding to the unnecessary confusion of the accident.

The report released on Wednesday is based on interviews with about 600 TEPCO employees, on-site inspections, and analysis of other data.

Alarm goes off at Oi nuclear plant, 1st trouble since restart decided
An alarm went off Tuesday night at the No. 3 reactor of the Oi nuclear power plant in Fukui Prefecture, indicating a minor problem, the plant operator and the government said Wednesday during preparations to reboot the reactor.

It was the first sign of trouble since the government decided Saturday to restart the plant's Nos. 3 and 4 units, the first among all of Japan's 50 reactors that went offline in the wake of the Fukushima nuclear crisis

TEPCO justifies in nuclear accident report failure to predict huge tsunami
Tokyo Electric Power Co. on Wednesday, in its final report on the Fukushima Daiichi nuclear power plant disaster, admitted it was not sufficiently prepared to deal with tsunami-triggered nuclear accidents, but the utility justified its failure to predict the huge tsunami that hit the complex last year.

The over 10-meter-high tsunami that followed a huge earthquake on March 11, 2011, was "beyond expectations," the report said, reiterating the company's earlier view that the larger-than-expected tsunami was the direct cause of the nuclear crisis, while criticizing the government for interfering in its efforts to bring the nuclear complex under control.

Big solar power plant to be built in Fukushima
Japanese electronics maker Toshiba will build several solar power stations in a city near the disabled Fukushima Daiichi nuclear power plant.

Toshiba managing director Takeshi Yokota signed an agreement with the mayor of Minamisoma, Katsunobu Sakurai, on Wednesday.

Under the contract, the company will build the plants along the coast. The area is designated as a tsunami risk zone, where construction of new houses has been banned since last year's disaster.

They will provide up to 100 megawatts of electricity---enough to meet the demands of 30,000 homes.

Work starts to restart Ohi No.4 reactor
The operator of the Ohi nuclear plant in Fukui Prefecture has begun work to restart the No. 4 reactor, following similar operations at the No. 3 reactor last Saturday.

Kansai Electric Power Company began the 2-week job of cleaning pipes connected to the turbine at the No. 4 reactor on Thursday.

The company then plans to spend about 10 more days checking pipes connected to the reactor, and testing control rods.

The No. 3 reactor is scheduled to restart on July 1st, and the No. 4 reactor, on the 17th.

Full operation is expected to start at the No. 3 reactor on July 8th, and the No. 4, on July 24th.

Nuclear agency to review PR procedures on troubles
Japan's nuclear safety officials will boost their public relations efforts after criticism they were slow to reveal problems at the Ohi nuclear power plant in central Japan.

Officials from the Nuclear and Industrial Safety Agency said on Thursday they will quickly disclose even minor irregularities.

Both the nuclear regulator and the operator of the Ohi plant were criticized for delaying their disclosure of problems at one reactor on Tuesday. The plant is run by Kansai Electric Power Company.

The trouble was disclosed about 13 hours after an alarm sounded, indicating the water level had fallen in a tank used to cool an electric power generator at the No.3 reactor.

Workers at the crippled Fukushima Daiichi nuclear plant will begin removing fuel rods from a damaged reactors a year ahead of schedule, a government minister said Thursday, a move to address concerns about the risk of a new quake that could cause a further accident and scatter more radioactive debris.

“We would like to start taking out undamaged fuel this year. Preparation is now under way,” Japan’s nuclear crisis minister, Goshi Hosono, told Reuters in an interview.

“Doing it quickly is important. But we also have to make sure those workers out there, who are struggling under harsh conditions, will not be endangered by trying to move things fast.”

“It will be 10 years, 20 years, probably even more before decommissioning is complete,” Hosono said. “The task will not be sustainable unless we train the next generation of talent, and the generation after that.”

Edano: Japan to share nuclear safety technology
Japan's Economy, Trade and Industry Minister Yukio Edano says he will announce Japan's intention to share the latest technologies to ensure the safety of nuclear power generation at next week's meeting of the Asia-Pacific Economic Cooperation forum.

The 21-member APEC energy ministerial meeting is scheduled for Monday in St Petersburg, Russia.
The participants are expected to discuss how to secure stable energy supplies.

20,000 protest outside Noda's residence over nuclear restart
About 20,000 people gathered in front of Prime Minister Yoshihiko Noda’s residence in Tokyo late Friday to protest his decision to restart two nuclear reactors.

“No to the restart!” shouted the protestors, who were led by investigative journalist Satoshi Kamata and Nobel Prize-winning author Kenzaburo Oe, who started an anti-nuclear petition that has so far gathered more than 7.5 million signatures.

The octopus and shellfish will be boiled and processed before being sold at supermarkets in the city next week.

The fishery federation plans to conduct another round of fishing before the end of the month to sell catches in Tokyo and other major markets, if possible.

Commuters at a train station in Iruma, Saitama Prefecture, received packs of fresh green tea on Monday morning, given out by local assembly members in a campaign to show the local produce is safe from radioactivity.

Sales of the local specialty Sayama tea plunged after radioactive cesium exceeding the tentative government limit was detected, following last year's Fukushima nuclear accident.

Radioactive hot spots found in Tokyo park
Tokyo officials are to start decontamination of a 92-hectare park where high levels of radiation have been detected.

On Monday, officials tested 14 locations at Mizumoto Park in Katsushika Ward, following reports from the public about radiation hot spots there.

Thirteen of tested locations registered radiation above one microsievert per hour at one meter above ground, with the highest reading at 1.22.

First catch off Fukushima since disaster sold
Seafood caught off the coast of Fukushima Prefecture went on sale at local stores on Monday. The products were made available for the first time since last year's nuclear accident.

A type of shellfish and 2 kinds of octopus caught near Soma City are being sold at a local supermarket. The seafood can also be purchased in Fukushima City.

Sales were approved after the prefectural fisheries association found no unsafe levels of radiation in last Friday's test fishing catch.

One of the two reactors slated to be fired up again at Kansai Electric Power Co.'s Oi nuclear power station is expected to be restarted on July 1, utility officials said Monday.

Work to restart the No. 3 reactor at the Oi plant in Fukui Prefecture has been largely progressing well, said officials, noting rods used to control nuclear fission reactions will be pulled from the reactor core sometime during the evening to late night on July 1.
