How can an earthquake happen in the viscous mantle?

The crust depth according to Wiki is a max of 70 km and the ocean has a max depth of 10 km- so if an earthquake is greater than the sum (80 km) the earthquake is in the mantle.
How can an earthquake happen in the viscous mantle?

I have read on here that some think it is weapon-instigated. To break up gallstones/kidneystones they shoot waves into non-solid matter to break them up. Same thing here, no?

I don't believe the "earthquake wars" concept, btw
