"(b) Applicability to United States Citizens and Lawful Resident Aliens- (1) UNITED STATES CITIZENS- The requirement to detain a person in military custody under this section does not extend to citizens of the United States. (2) LAWFUL RESIDENT ALIENS- The requirement to detain a person in military custody under this section does not extend to a lawful resident alien of the United States on the basis of conduct taking place within the United States, except to the extent permitted by the Constitution of the United States." there's the key word: requirement, meaning they don't have to detain american citizens, but can under their discretion. this will go into effect 60 days after signing by pres. a state attorney chimed in on this and pointed out the wording: requirement on a thread days ago. and remember, once it's passed, it will be modified as it goes without people knowing. When I reviewed the version passed by the Senate, I did not see 1031 either and assumed it was stricken - but if not - and it appears it was not - then this is HUGE!

I read it and its quite damming and I come back now because i wish to show friends this section and its missing.
