Old junk or wreckage maybe. Looks like it was broke off of something, long ago? It also could be a weapon, energy beam mechanism. Maybe those weapons parts lying around is why they made the landing there. Gov's spend money for space to gain power, resources or military advantage.

Found another treat of the Russian '60s/'70s lunar missions, more precisely Luna-21 which landed on the Moon in 1973 and deployed the 2nd rover Lunokhod-2, but NOT without extraterrestrial surveillance:

Obviously that's not an earth-made orbiter. Looks a lot like a drone with a camera aimed straight at the Russian rover.
