[link to www.news.com.au] Blood transfusions are regulated by the American Assosiation of Blood Banks (AABB) with the approval of the FDA. There are regulations for collection, testing, preservation, and administration for plasma. A doctors prescription/order is also needed. Plasma or FFP is only given when a patient's coagulaion times are elevated and if the PT cannot be corrected by administration of Vitamin K. There are commercial products made from excess plasma collected by donor centers. I am not exactly sure what those products are; but, it would be impossible to know the age groups of those who donated. The blood must be tested for the diseases Syphilis, Hep B, Hep C, HIV I, II & III; as well as an AST to check for liver damage for a blood product to be given in the states. I'm calling According to the information at [link to www.businessinsider.com] this is a study where the recipients of the blood pay for their part in the study. Medical studies are governed by different laws. For example, schedule 1 drugs, like LSD and marijuana, are illegal on a federal level in all cases EXCEPT when being used in an approved study. There are lots of other exceptions where things that would be illegal in all other circumstances are legal when they take place within the scope of an approved medical study. So since studies get around are sorts of laws, I think it is indeed reasonable to assume that such a scheme could exist if masquerading as an approved medical study.
