As much as I would fancy the idea, we do not live in a Parliamentary system; we live in a Constitutional Republic.

The US has three separate branches of federal government:

1) Legislative - MAKES the law
2) Executive - Enforces the law
3) Judicial - Interprets the law.

Each branch is separate BUT EQUAL.

A U.S. President (Executive branch) does not have the power to dissolve any house of Congress (House of Representatives or Senate) because each house is part of the Legislative branch and is "separate but equal."

That's a really clever and well designed system your founding fathers have established in your Constitution. Best keep it, I'd say, so that you can retain your rights and freedoms, such as the right to bear arms and the right to free speech and assembly.
